In November 1999, Virginia Beach City Council approved two ordinances for historic preservation. One created a register to identify historically significant properties. The other ordinance provided partial exemption from real estate taxes for rehabilitation of those properties.
Upper Wolfsnare is now the first historic property to be officially listed on the Virginia Beach Historic Register. Thanks to the efforts of Glenda Knowles and Barbara Henley, Upper Wolfsnare has been recognized for its place in the history of Princess Anne County and Virginia Beach.
